Water Environment Services’ progressive design-build project adds a second gravity outfall from the Tri-City WRRF in Oregon City, including roughly a half-mile of nine-foot-diameter tunnel beneath Jon Storm Park to the Willamette River. Michels Trenchless is the design-builder.
