Tower Solar
Boardman, OR
At Avangrid's Tower Solar facility west of Boardman, Oregon, Pacific Foundation installed drilled shafts for Palouse Power with project-specific top-of-shaft alignment and finishing requirements.
Highlights
- Drilled-shaft foundations for utility-scale solar infrastructure
- Project-specific shaft-top alignment and finishing requirements
- Field layout and verification across a large foundation layout
- Construction completed and grid connection achieved in June 2026
Scope of Work
The drilled-shaft work required consistent shaft-top positioning and finish conditions across the site. Pacific coordinated drilling, reinforcing cages, top-of-shaft forms and templates, concrete placement, finishing, and field checks so each completed shaft met the specified interface for follow-on work.
Methods and Site Conditions

Site Constraints
Each shaft top had to meet project-specific alignment and finishing requirements across a large, repetitive foundation layout.
This condition affects access, sequencing, and field coordination for the project scope. Pacific Foundation accounts for these constraints when planning equipment movement, crew access, work-area controls, and coordination with adjacent construction activity.
